The city council of Blankenberge (Belgium) wanted insight into the redevelopment potential of the Oostkwartier, an area with various recreational functions near the coastline. An essential issue within this strategic research was how the financing of a new public swimming pool could be achieved on a budget-neutral basis. In co-creation with the city services, we first formulated the long-term objective and preconditions for the project area. Our preliminary urban research also revealed that an important part of the zone is prone to flooding, the network of slow roads and public living space can be greatly improved, and significant changes to the spatial implementation plan (RUP) are necessary for a large-scale redevelopment. We then built spatial-financial scenarios that provided insight into the quality and feasibility of various urban development ensembles. For this we entered into co-creation with the intermunicipal organization WVI, which was tasked with drawing up a new spatial implementation plan (RUP) for this project zone. Finally, we advised the local government on coordinating the various potential developments and the correct phasing (including an integrated parking solution).
